The National League of Cities Risk Information Sharing Consortium (NLC-RISC) is an association of insurance reciprocals from across the United States and Canada. Each year, NLC-RISC presents the John G. Stutz Award to eligible executive directors, pool administrators, and staff who have made longstanding contributions to the strengthening of local government.

This year, NLC-RISC awarded the John G. Stutz Award to our Risk & Claims Analyst, David Tupper

David joined the MIABC’s Claims Department in 1998, already a seasoned claims professional. With a bachelor’s degree in civil engineering from the University of Alberta, he had developed expertise managing complex construction cases on behalf of architects and engineers.

At the time David joined, the MIABC was in the early stages of the leaky condo crisis—a turbulent period that nearly overwhelmed the organization. David was instrumental in helping the MIABC navigate this challenging time. Over the years, he developed a reputation as a keen analyst of claims trends with the ability to resolve sensitive issues stemming from volatile liability scenarios.

According to CEO Megan Chorlton, “David is both versatile and indispensable. He is our go-to person for recalling the rationale behind specific coverage decisions, guiding us through complex litigation, offering comprehensive risk management advice, and more. David's gifts extend far beyond his professional expertise; he is also known for his kindness and thoughtfulness. David epitomizes the essence of the MIABC.”
